Overview of NASA Near-Earth Object (NEO) Program (May 1998)
In a statement before the U.S. Congress, Dr. Carl Pilcher of NASA describes a number of programs to detect and track NEOs.

NASA Establishes NEO Program Office at Jet Propulsion Laboratory (June 1998)
A new program office to coordinate NASA-sponsored efforts to detect, track and characterize potentially hazardous asteroids and comets that could approach Earth will be established at NASA’s Jet Propulsion Laboratory (JPL), Pasadena, CA.

NASA-USAF NEO Search Program (May 1999)
NASA, in cooperation with the US Air Force Space Command, has a plan to achieve the Spaceguard goal of discovering 90% of the large NEOs by 2009.
